Perm State Institute of Culture was founded in 1975 to train regional cultural institutions professional staff: heads of houses of culture and clubs, musicians, choreographers, librarians, organizers and hosts of holidays, (order of the Ministry of Culture of the RSFSR of 01.04.1975 No. 308). Since 2002, the Institute has been offering a full range of professional musical art specialties: musicology, musical and instrumental art, vocal art, choir and orchestra conducting, musical theater art, and concert performance art. In 2013, a Conservatory was created as a faculty of the Institute. In 2015, the central children's art school was opened, and in 2018 an Information and methodological center was set up.
In 2018, PSIC successfully passed state accreditation. Every year, the Institute performs all indicators of monitoring and evaluating the effectiveness of higher schools.
During the years of its operation, PSIC has become one of the most authoritative higher schools in Russia for training professional workers in the field of culture and art. Head of the Institute, the rector is Professor Lyudmila Drobysheva-Razumovskaya, Honored worker of culture of the Russian Federation, Winner of international competitions, Winner of the award of the Russian performing arts Foundation (Moscow), winner of the Perm region award in the field of art and culture.
Over the past 45 years, more than 14.5 thousand people have graduated from PSIC. Currently, more than 1,000 students study at the full-time and part-time departments of the University. There are 3 specialties, 31 training programs (including twenty six of bachelor's and five of master's levels), 1 training program of scientific and pedagogical personnel in postgraduate studies, 1 specialty of training highly qualified personnel in assistant-internship programs and 8 pre-professional programs in the field of art.

Among them are Cirque du Soleil artist, participant of the Lido de Paris, Moulin Rouge show Ilya Gradel (France); Norwegian Opera ballet soloist, Oslo ballet school teacher Igor Ivanov (Norway), marketing and event sponsorship manager in the international Garther company Ekaterina Petukhova (Australia) and others.

Today the training is carried out by over one hundred and fifty qualified teachers, more than half of whom have academic degrees and honorary titles (fourteen Doctors of Sciences and forty two Candidates of Sciences, twenty two professors and forty three associate professors, sixty seven instructors have titles of laureates and diploma winners; eighteen teachers of PSIC have honorary titles). The Institute has created the necessary conditions for scientific, pedagogical, artistic and creative development of teachers, their social support, and introduced a system of stimulating teachers activities based on an effective contract. In June 2014, a Collective agreement was signed, which is currently in force as amended on 07.02.2019.
The policy of the PSIC management is aimed at creating conditions that ensure the realization of the rights of students to receive a quality education, the implementation of social guarantees, the promotion of comprehensive personal development, the formation of civil culture and patriotism.
Education process involves practice-oriented training, modern educational, information and distance technologies, including the facilities for students with disabilities and individual development and learning paths. Good results were shown by the programs of academic mobility and internships actively implemented in recent years at the University in Russia (Kazan, Ufa, Chelyabinsk) and abroad (Germany, France, Finland, Hungary, Greece, Turkey, Mexico), practical training in cultural institutions of the city and region. A unified electronic information environment of the Institute has been created and is being successfully implemented, and students are being trained on corporate distance learning platforms and services. On the official website of PSIC (which has repeatedly become a prize-winner of the contest "Best website of Russian universities») personal offices for students and teachers are organized, and access to online libraries and educational resources is open. Due to this, the transfer of the educational process to a remote format in the spring semester of 2020in connection with the spread of the COVID-19 coronavirus infection allowed us to maintain the quality of educational activities.
In order to ensure the adapted training of graduates to the requirements of the labor market, interaction with employers is organized, and the personnel needs of cultural and art institutions are monitored. Effective cooperation is carried out with specialized institutions and organizations, more than 100 cooperation agreements have been signed with theaters, centers of children's and youth creativity, palaces of culture, departments of culture of municipalities, libraries, museums, general education schools, children art and musical schools, various state enterprises and non-profit organizations. From 2013 to the present, the Institute has been fulfilling a special regional order of the government of the Perm region for training specialists for cultural and art institutions in the region.
Faculty of Advanced Training and Staff Retraining provides active systematic work to implement programs of vocational training in all areas of study at the Institute, including more than 50 short-term programs and professional retraining programs. More than 1,000 students are trained at this faculty every year. PSIC was included In the Federal project "Creative people" (as a part of the national project "Culture") to create centers for continuing education and professional development of creative and managerial personnel in the field of culture on the basis of 15 universities of the Ministry of culture of the Russian Federation.
The Institute successfully conducts admission campaigns. Competent organization of admission of applicants in 2020 allowed, as in all previous years, to complete the plan without additional recruitment, and even increase the number of first-year students enrolled on the terms of extra-budgetary training. The competition for applications to the PSIC this year was four people per place. In addition to Perm and the Perm region, the geography of applicants includes more than 20 regions of Russia and tends to increase. Thus, in 2020, applicants from the Kamchatka territory, Khabarovsk and Rostov regions entered the PSIC for the first time.
The Institute pays great attention to the issue of targeted admission. Every year, the number of applications from target applicants, as well as those enrolled in the Institute under the conditions of target recruitment, increases: in 2017, this figure was 12.1 %, in 2019-19.5 %.
Foreign citizens who study both in the main educational programs and in the preparatory department are being increasingly interested in studying at the PSIC. The Institute trains students and trainees from Iraq, Nigeria, Turkmenistan, Vietnam, Tajikistan, Belarus, Uzbekistan, and Kyrgyzstan. Cooperation agreements have been signed with universities and creative centers in Azerbaijan, Kazakhstan, Belarus, China, Belgium, Italy, Finland, Poland, Mexico, and Hungary.
In recent years, the Institute has created favorable conditions for research, introduced a system of incentives for teachers based on the results of creative and scientific activities based on an effective contract. Substantially increased publication activity of NPR provides a wide range of printed publications: 2015 published more than 1,500 scientific papers, including 54 monographs, 138 textbooks, 280 articles in journals, peer-reviewed WAC, 1200 – in the RISC, 80 articles in journals included in international scientific databases of citations (Scopus, Web of Science). From 2013 to 2020, the PSIC's scientists implemented 36 grants (including 24 grants from the RFBR and RPF). Since 2018, PSIC publishes the scientific journal "Cultural code", registered in the RSCI and included in the all-Russian online library, the citation database "Cyberleninka", in the subscription catalog of Rospechat, each article in the journal is assigned a DOI (Digital Object Identification) number.
PSIC holds scientific events of various status: the annual all-Russian Scientific Conference (with international participation) "Dialogues on Culture and Art", annual scientific conference "Cultural, Religious and Moral Questions of Citizenship Formation" (supported by the Administration of Governor of Perm Territory, the Institute of Philosophy and Institute of Ethnology and Anthropology, Russian Academy of Sciences), the annual all-Russian SPC students, "World Cultures via the Eyes of Young Researchers". In 2019, the Institute organized a regional platform for the all-Russian forum "World of Culture and Religion: Vectors of Education and Enlightenment", and held an all-Russian (interregional) Conference "Basics of Religion Cultures and Secular Ethics in the Russian Education System "(supported by the Ministry of Education of the Russian Federation).
In 2019, together with the public organization "Perm Branch of the Russian Creative Union of Cultural Workers", PSIC implemented a large-scale project "Art forum "Routes Of Kamchatka expeditions of Vitus Bering" (with the support of the presidential grants fund of the Russian Federation). The project is aimed at preserving, supporting and developing the classical traditions of fine art, visualizing the history of the discoverers of the "land of Perm" and the "Great Northern way".
The creative and performing activities of PSIC are successfully implemented, primarily focused on the implementation of socially significant creative projects and positioning the Institute at the Russian and international level as an expert center and a center for continuing art education.
The most significant creative events of PSIK implemented in recent years include the Regional concert subscription "Creativity of the young – to the native city and region!", the international competition of modern choreography, the international multi-genre competition named after A. Nemtin, “Alive Russian Word” - International festival-competition of speech art, regional competition of instrumental concerts, regional competition of young performers on folk instruments and vocalists of folk singing "Russian Fantasy-2019", international competition of performers on string instruments "Magic bow", international competition of performers on folk instruments "Prikamye". The Institute's creative teams are actively touring both in Russia and abroad.
The Institute has created favorable conditions for attracting students to creative and socially significant activities. About 200 creative events and more than 40 master classes are held annually. More than 100 students per year become winners of festivals and competitions of various levels.
Educational and extracurricular activities of the Institute are focused on supporting the social, intellectual, creative interests and needs of students, and developing student self-government. Since 2013 at the Institute there has been created Student Council, the primary trade Union organization of students PSIC, Councils of hostels, Student Art Association (STO), a volunteer detachment "Volunteer culture", sports club "Culture", media center "IKS", the Association "Cultural KVN", intellectual club "Alfa", students team "Malachite", cinema club "Chaplin". In 2018, the Institute for the first time won the all - Russian competition of youth projects among higher education organizations, implemented with the support of the Federal Agency for youth Affairs (Rosmolodezh), and received grants for the implementation of the projects "ArtLab-MEZHVUZ" and "Art & Smart". As part of the celebration of the 75th anniversary of the Victory in the Great Patriotic war, social media platforms and the official website of PSIC organized events aimed at forming patriotic consciousness and active citizenship of students: the online project "Heritage", the essay contest "Book of Memory", the online quiz "Great-Grandchildren of Victory". Twice a year, students of PSIC hold a charity event for war veterans and home front workers "Cultural Front".
Over the past seven years, the material and technical support of the Institute has been significantly replenished and updated, which contributes to improving the quality, first of all, of educational activities. There has been done an overhaul of the recording studio with the installation of equipment; specialized classrooms for acting and directing, student dormitories № 1, PSIC building № 2 have been adaptated for low-mobility groups of students. Several training classrooms have been renovated and the range of works have been done to adapt the main academic building for modern use (bathrooms, entrances for disabled persons). Currently, the facade of the main academic building, which is a monument of cultural heritage of Federal significance, is being restored at the expense of the Federal budget. Since 2015, the Institute has been allocated and successfully disbursed funds from the Federal budget in the amount of 127567.9 thousand rubles for major repairs.
The building # 23 in Chernyshevsky street (6th floor) was transferred to the PSIC for free use, and since September 2020, the operational management of the University has a building # 30A in Petropavlovskaya street, which is important for improving the educational process.
In general, Perm State Institute of Culture is developing dynamically and successfully to solve the tasks set.
